LE Velocette "Noddy Bike".
There is NO way this could have been a 1939 model - the L.E. was introduced at the 1948 Earls Court motor show. http://www.leveloclub.org.uk/history.htm
le-velocette.co.uk refers. This appears to be a 1958+ Mk III, the hand-start having been ditched.

aka Silent Velocette or (more commonly) 'Noddy-Bike'. The bobby's helmet was a specially designed crash-helmet.
Small bike with two-stroke sound. No other view in the movie. I first thought of a Velocette LE because it was a widely used police motorcycle, but they usually didn't have a large fairing like that. So my next guess is a Triumph 3TA Police. This is a Velocette "silent" LE - the giveaway is the shape of the rear plate and the distinctive paniers. The front fairing was quite common on British police models.
