The engine was a air cooled single cylinder, four-stroke. A 64.0 x 75.0 mm (2.5 x 3.0 inches) stroke result in a displacement of just 242.00 ccm (14.77 cubic inches).
The bike has a 4-speed transmission. The final drive was via chain.

NSU, could be a 250 produce at the WWII end You mean the 251 OSL? Looks indeed NSU-ish. It's not from the wartime-production, as it has a chromed fuel-tank.
pre war NSU 251 OSL, 35,000 produced from 1934-44...chrome fuel tank (sides only, not the whole tank) is correct.

The bike is an NSU - this picture is from a series of photos of an NSU publicity stunt - link to a better picture here... Link to "2.bp.blogspot.com" I think the bike is a pre-war 251OSL (1936 - 1942) modified for the stunt.
