Looking at the front wheel suspension, front plastic tank and front frame area, this looks like a Honda Elite 250 with all the cosmetics removed, similar to this one: https://www.youtube.com/watch?v=2QNAC8LAsGs ) The dual headlights look to be from a Honda Ruckus.
