I guess it's Harley-Davidson JD (1928) Harley introduced front brake in 1927 (as '28 model) and 1929 model has dual headlight, so it should be 1928. And it's police model. H-D? Looks like a Harley. It has a front brake so is no earlier than 1928 and as it is that colour it is probably not later than 1929.

Harley-Davidson - mid 20s - big model. Harley-Davidson Model JD L'épisode de cette série est BARNEY'S SIDE CAR I would say it is about a 1925 Harley-Davidson JD because the flathead motor would remain in production until 1973 on the Harley-Davidson Servi Car. Barney calls it a JD in this episode. A forty year old bike when this was made.
