Triumph? That's a bit of a mongrel, pre-unit Triumph motor in what looks like a BSA 500/Gold star single frame and forks from a TR7/T140 Tiger/Bonneville. Tribsa then ! Suppose as UK bikes registered on frame no. it would be registered as a BSA. Plate looks like RHX/RHK with 130/13D/180/18D/190/19D or similar. The only match I can find is RHK 18D - a Raleigh 50cc..... How do you look up a vehicle unless it's taxed or MOT'd? DVLA doesn't limit itself to current tax/MOT, but you need to know the make it's entered with, which sometimes is not the same wording as we'd normally use. So try a site which just needs the plate - there are lots of them. http://www.cartell.ie is my current favourite, and https://www.autocheck.co.uk is quite good as well. Sometimes ghost traces for stuff which has dropped off DVLA can be found from eg www.webuyanycar.com and http://www.theaa.com/car-insurance/ . http://www.ukvehicle.com can be useful if something's been re-registered.

Very useful thanks

Norman Hanks and Miss Rosy Arnold, BSA 500, placed 7th. (Identification thanks to Alain Daigne who posted his own pictures and memories of this very race on this great French site, pit-lane.biz.)
